Thousands of Algerian peasants led by FLN fighters under Zighoud Youcef attacked Philippeville, now Skikda, and about thirty other towns and villages across the Constantine region. The French government general's definitive count was 123 dead, among them 71 European civilians, 21 Muslim civilians and 31 police and soldiers. The French army and pied-noir militias answered with reprisals that the authorities said killed 1,273 Algerians, a figure the historian Benjamin Stora writes that even the French military never found credible. The FLN put its dead and missing at 12,000. Stora places the truth roughly halfway between the two. France recalled conscripts and extended the state of emergency to all of Algeria, and the war became total.
