Benjamin Banneker's Real Role in Surveying Washington, DC
Benjamin Banneker, a free Black farmer, mathematician and self-taught astronomer from Maryland, spent roughly three months in 1791 doing real, exacting work on the survey that fixed the boundaries of the new federal capital, work that later got inflated into a much bigger legend than the facts support.
Andrew Ellicott, the surveyor the federal government hired to lay out the 10-mile-square district that would become Washington, DC, recruited Banneker to join his team that February. Banneker’s job was astronomical, not architectural: stationed in an observatory tent, he used a zenith sector, a telescope-like instrument for tracking stars passing directly overhead, to record celestial positions each night. Those readings let Ellicott’s team calculate an accurate starting point and keep the survey’s boundary lines true as they marked out the district’s edges. It was demanding, technically sophisticated work for a man in his late fifties with no formal scientific training, taught largely through borrowed books and his own observation. Illness forced Banneker to leave the project after about three months, well before the survey was complete.
What Banneker did not do, according to the historical record laid out in Silvio Bedini’s definitive 1972 biography, later expanded in 1999 as “The Life of Benjamin Banneker: The First African-American Man of Science,” was redraw the city’s street plan from memory. That claim, still repeated widely today, traces to a separate and later episode: in 1792, French engineer Pierre L’Enfant, hired to design the capital’s layout, quarreled with commissioners overseeing the project and abruptly quit, taking his working plans with him. Ellicott, using his own survey notes and a set of preliminary plans L’Enfant had already shared with the commission, reconstructed the city plan well enough for construction to proceed. Banneker had already left the survey team by that point and had no documented involvement in reconstructing L’Enfant’s design. Historians, including Bedini, have found no primary-source evidence for the popular version of events, which folds two separate people’s separate contributions into a single, more dramatic story about Banneker.
Banneker’s genuine achievements need no embellishment. That same year, 1791, he wrote directly to Secretary of State Thomas Jefferson, enclosing a manuscript almanac as proof of Black intellectual capability and challenging Jefferson, a slaveholder who had written skeptically about Black Americans’ abilities, to recognize the contradiction between the Declaration of Independence’s professed ideals and the reality of slavery. Jefferson wrote back, noncommittally, and forwarded the letter to the French Academy of Sciences. Banneker went on to publish six annual almanacs between 1792 and 1797, filled with his own astronomical calculations, that circulated widely and made him one of the most publicly recognized Black intellectuals in the early United States, a legacy substantial enough that it never needed the added claim that he designed the capital from memory to make the point.
