Solomon Mahlangu's Execution and the Global Clemency Campaign

Solomon Kalushi Mahlangu was hanged at Pretoria Central Prison on April 6, 1979, three weeks past his 22nd birthday, despite an international clemency campaign that reached the UN Security Council and the White House.

Mahlangu grew up in Mamelodi, a township outside Pretoria, and was still in secondary school when the 1976 Soweto uprising against Bantu education spread protests through townships across the country, including his own. Recruited into the African National Congress amid the unrest, he left South Africa that year without telling his family, training first at a refugee camp in Xai-Xai, Mozambique, and then at Funda Camp in Angola, where he learned sabotage and combat as part of a group of young recruits known as the June 16 Detachment, named for the day the Soweto uprising began.

On June 13, 1977, Mahlangu and two fellow MK cadres, back inside South Africa on a mission, were cornered by police near John Orr’s warehouse on Goch Street in Johannesburg. A third man, George “Lucky” Mahlangu, escaped, but Solomon and his companion, Mondy Johannes Motloung, were caught in a gunfight with officers. Motloung fired first and kept shooting until his weapon jammed, killing two civilians and wounding two more. Solomon Mahlangu carried no gun and did not fire the fatal shots, but South African courts applied the common purpose doctrine, under which everyone found to share in the intent behind a crime can be convicted of it regardless of who struck the fatal blow. Motloung, who had been severely beaten during his capture, was found unfit to stand trial. Mahlangu, tried from November 1977 to March 1978, was convicted on two counts of murder along with charges under the Terrorism Act, and sentenced to death on March 2, 1978. His appeals were denied that June and July.

His pending execution drew condemnation from around the world. Britain’s Anti-Apartheid Movement organized postcard campaigns and an all-night vigil outside South Africa House in London, while protesters in the Netherlands, including a demonstration at the Binnenhof in The Hague on April 5, 1979, the day before the hanging, carried banners demanding a stay of execution. The UN Security Council and the governments of Britain and other Western European states formally appealed to Pretoria for clemency, and US President Jimmy Carter and British Prime Minister James Callaghan added their voices. British Foreign Secretary David Owen personally raised the case with the South African government. None of it changed the outcome. Mahlangu was hanged the next morning. His reported final words, since inscribed on memorials to him, urged those he left behind to keep fighting: “My blood will nourish the tree that will bear the fruits of freedom. Tell my people that I love them. They must continue the fight.” South Africa now marks April 6 as Solomon Mahlangu Day.
