Another dictator, 73 year-old Ismael Omar Guelleh of Djibouti who has refused to leave office. In power for 22 years, he scrapped term limits, running for 5th term in office. Guelleh was handpicked in 1999 by his uncle, Hassan Aptidon, who ruled for 22 years since independence.
