Belgian colonialists in today's Rwanda issued ID cards in 1933, classifying persons as either Hutu or Tutsi by measuring height, nose length and eye shape even as they shared the same language and religion. Result? Frequent ethnic clashes, one in 1994 that cost 800,000 lives.
